Damaged NY village to host Halloween alternative

OWEGO -- Some residents in a flood-damaged upstate New York village say conditions are still too hazardous to allow children to go door-to-door trick-or-treating on Halloween.

So members of the Owego Parent Teacher Organization are putting together plans to host a "trunk and treating" event Halloween night at the Owego Free Academy parking lot.

The Press and Sun-Bulletin of Binghamton reports that rubbish and debris is still being pulled from homes damaged by flooding caused by the remnants of Tropical Storm Lee last month. Organizers of the Halloween alternative tell the newspaper that rubbish piled on curbs, broken glass and nails make it unsafe for children to go trick-or-treating.

The flooding damaged more than 700 properties in Owego, on the Susquehanna River just west of Binghamton. Many damaged homes remain empty.
