By saying “She is his wife as well as a board member and should be concerned enough to be by his side for his hearing” you conflate the roles of wife and trustee. The author's knowledge though “less than [your] 7 year old daughter[‘s]” is consistent with the standards of governance expected, but often broken by public officials, just ask Alan Hevesi.
Johnson must resign.
